The milestone and SIRS are complete. What comes next?
Short answer
Completed records narrow the questions; they do not settle the purchase. Read the milestone conclusion and recommendations, compare the SIRS funding plan with current financial records, check what changed after each report, and let the lender complete its own project review.

“Passed” is buyer shorthand, not the statute’s grade. Section 553.899 says Phase 2 is not required when the architect or engineer finds no signs of substantial structural deterioration in the building components under visual examination.
That conclusion is not a warranty and does not establish that every component is defect-free. Read the signed report, its inspection basis, material findings, recommendations, unsafe-condition statement, and any item requiring further inspection.
What a completed SIRS adds
A Structural Integrity Reserve Study identifies covered components, estimates remaining useful life and cost, and recommends a reserve funding plan. Completion does not mean the recommended money is already in the bank.

A buyer's record sequence

- 02Confirm the building and components each record covers.
- 03Trace recommendations into minutes, budgets, bids, permits, and completion evidence.
- 04Ask the local enforcement agency about the milestone status for the address.
- 05Have the lender, inspector, engineer, attorney, and title team decide within their lanes.
The purchase decision remains separate
Neither report sets the price, allocates a future assessment at closing, or determines financing. The contract and current association records shape cost allocation; only the buyer’s lender approves the borrower, loan, and project.

What does a completed Phase 1 milestone report establish?
Read the architect's or engineer's actual conclusion. If Phase 1 finds no signs of substantial structural deterioration in the components visually examined, Phase 2 is not required under section 553.899.
Is that a clean bill of health?
No. It is not a warranty of the building, a forecast of future condition, or a substitute for reviewing the report's scope, limitations, recommendations, and later records.
Does a completed SIRS mean the reserves are fully funded?
No. The study provides component, cost, useful-life, and funding-plan information. Buyers should separately compare it with the current budget, reserve balances, assessments, loans, and board decisions.
Does either record approve financing?
No. Only the buyer's lender approves the borrower, loan, and condominium project under its current requirements.
What should a buyer request next?
Request the complete reports, inspector summaries, current budget and reserves, recent minutes, repair records, assessments, insurance information, and local notices, then confirm dates and status with the responsible parties.
